Performance is mostly 30 fps but there are lots of frame spikes every few seconds not making it the best experience. The game suffers from segment_offset != 0 issue at start of the first mission after the tutorial making it not playable at the moment. It happened to me when a bombs from the planes hit the air base after picking up the football under the car.
